On 26th April, the Intellectual Property Doctoral Forum was held in academic hall of Institute of Advanced Technology (IAT), marking the 15th World Intellectual Property Day. The forum was co-hosted by USTC, Anhui Intellectual Property Office, Anhui Copyright Administration and Anhui Lawyer Association. It was organized by School of Public Affairs (PAS) and IAT, and co-organized by Anhui Deep Blue Law Office and Anhui Guoyu Law Firm. Nearly 300 people from universities, research institutes, law firms, enterprises, government and the press attended. Among the participants were Tom Duke, IP attaché from British Embassy in China, and UK patent attorney Gwilym Roberts. The event was supported by USTC Graduate Education Innovation Project.
ZHU Changfei, Vice President of USTC, opened the ceremony with a warm welcome. He pointed out that China is vigorously promoting the construction of an innovative country. The idea of “mass entrepreneurship and innovation” proposed in NPC and CPPCC this year will further encourage and accelerate technology transfer. He stressed that the combination of IP theory and practice plays a positive role in promoting innovation and technology transfer.
YIN Bangding, Vice Director of Anhui Lawyer Association, gave a talk about China’s “new normal’ economy in which innovation-driven factors will largely replace investment-driven factors. In order to improve IP service, Anhui Lawyer Association founded an IP Law professional committee and established a close collaboration with USTC Juris Masters Education Center.
During the forum, many distinguished experts reported on recent IP issues. They included: SONG Wei, Dean of PAS, USTC; DONG Rong, Director of Anhui Copyright Administration; LIU Dong, Vice Director of Anhui Intellectual Property Office; HUA Kesi, Vice Director of Wanjiang Office in National Development and Reform Commission; ZHANG Hongsheng, Presiding Judge of Anhui High Court; WEI Guo, Director of IP Committee of Lawyer Association; YANG Jian, Chief of Administration Office in Anhui Copyright Administration; and Gwilym Roberts, patent attorney of Kilburn & Strode LLP.
At the sub-forum in the afternoon, experts from the Intellectual Property Office and the LawyerAssociation met with USTC PhD and international students to discuss the role of IP in the “new normal” economy. Their discussion touched on many aspects of IP: the innovation system, judicial practice, IP pledge financing, and IP management and technology transfer strategy.
Each 26th April, USTC students and teachers engage in academic activities focused on IP. A platform was set up for universities, scientific institutions, government and legal communities to communicate with each other. It is a positive step to promote the development of IP discipline construction and applied research in the university.
The proposal for a “World Intellectual Property Day” was put forward by Chinese and Algerian delegations, and passed, at the WorldIntellectual Property Organization 35th Conference in October 2000. It aims at buildingrespect for intellectual knowledge, advocating scientific research, encouraging innovation and strengthening the IP legal environment.
USTC School of Public Affairs consistently ranks highly in Intellectual Property management, Science and Technology Policy, and Innovation Management in China. PAS will further strengthen the collaborations with government sectors, enterprises, legal profession and local communities to serve society and contribute to the development of national economy.
